PDF to Images takes a screenshot of each full page, background and all. This tool instead finds the actual embedded image files inside the PDF — a photo, a scanned picture, a logo — and pulls each one out on its own, at its original resolution, without the surrounding page.
What if a page has no embedded images?
Pages built entirely from text and vector graphics (shapes, lines, most charts) don't have anything to extract — there's no raster image to pull out, since nothing on the page was ever a photo or scan to begin with.
What format do extracted images download as?
PNG, regardless of how the image was originally embedded — this avoids re-compressing an image that may have started as a JPEG, at the cost of a larger file than the original.
